An Ordinance to regulate the entrance of persons into the Colony and the departure of persons from the Colony and to confer various powers in connec-

tion therewith.

The main object of this Ordinance is to provide statutory authority and sanction for the examination and control of ships

and persons entering and leaving the Colony which the war has rendered necessary.

The principal defects of the previous state of affairs

were as follows :-

(a) There was no penalty for evading examination. (b) There were no means of compelling answers to

enquiries.

(c) There were no powers of search, seizure or detention.

The Ordinance accordingly deals with the following points;-

(a) It provides for the examination of all ships and

persons entering and leaving the Colony.

(b) It prohibits all persons of certain defined classes

from leaving the Colony without permission.

(c) It requires the registration of visitors at hotels

and similar places,

(d) It confers powers of detention, arrest, search,

seizure and removal.

(e) It provides penalties for contraventions of the

Ordinance.

(f) It gives the Governor power to decide on the date,

route, and particular ship or train, on or by which

any person must depart who has been ordered to quit

the Colony under the powers conferred by the Order-

in-Council of the 26th October, 1896, and it also
